A witness, who reportedly saw a Cape Town man assault a young girl assumed to be his daughter in a vehicle, has come forward.
The witness, who took pictures at the scene, says the young girl was beaten to the point that she wanted to escape the vehicle they were in.
Social Development department's Sihle Ngobese on Monday said that social workers would probe the matter in conjunction with a police investigation.
