Has demand declined since introduction of plastic bag levy?

With the aim to reduce the environmental impact of plastic bags, government introduced a charge on plastic across all retailers in May 2003.

Finance Minister Pravin Gordhan in his budget speech announced an increase of plastic bag levy from 6ᶜ to 8ᶜ a bag.

According to Prof Tony Leiman of UCT's Environmental Policy Research Unit, the idea was to change the way people think of plastic bags.
