What if provinces were scrapped?

Business day Editor-In-Chief Peter Bruce makes an argument for getting rid on of one of our 3 tiers of government. Bruce says provincial government is responsible for more financial waste, corruption and patronage than any other sphere of government in post-apartheid South Africa.

People don't identify with the province they live in.

Critics suggest this move would allow the ANC to dilute the Democratic Alliance hold on power in the Western Cape, but Bruce disagrees.

The more power that is devolved to local government, the more that will play to the strengths of the DA. The are quite good managers at a local level and they would probably do very well out of it.

He says municipal government is by far the most important sphere and is where the practical work of running a country happens.
