City of Joburg ordered to restore security boom gates

Johannesburg Roads Agency (JRA) has restored boom gates it took down at Hurlingham Manor.

Residents applied for an urgent court application which forced JRA to pay for legal costs and restore the gates.

Last week the City of Johannesburg said illegal boom gates were taken down because some residents to do not comply with the procedures for security access restrictions.

Gary Duke, the lawyer representing Hurlingham residents, says the City should have provided written notice to give residents 35 business days to respond to their complaint.

The lesson to be learnt is that if somebody comes to you, tell them you need it in writing and you need to know what the problem is. You will be given time to respond.

If you don't respond within that time period or if your response doesn't meet the requirements of the law and the policy, then they are entitled to take the structure down.
