The ANC has dragged its heels on land reform for years - analyst

During his January 8th statement, President Jacob Zuma said the ANC believes it is time to return the land to people and that government will use the Expropriation of Land Act to speed up land redistribution.

Annika Claasen, Director of Land and Accountability Research Centre at UCT, says unless there are major changes, she doesn't see how what the ANC can promise this will happen anytime soon.

The Expropriation Bill has been referred back to Parliament by the President so it is not yet law.

In any event we didn't need that law in order to expropriate land at below market value.
