The ANC has launched its policy discussion documents for its conference in June.
On Sunday, the party held a briefing with chairpersons of the various National Executive Committee (NEC) sub committees.
There are various proposals in the nine discussion documents, including the Presidency at the "strategic centre of power" in a bid to control policy direction and resource allocation.
ANC deputy secretary general Jesse Duarte explains that this proposal is not an attempt to grant President Jacob Zuma more power or sideline National Treasury.

Duarte advises that the emphasis would be on monitoring and evaluation in addition to policy design and implementation.
She says that the purpose would be to close the gaps and minimise the overlaps in government's various structures and departments.
