Decision on contentious Tafelberg property expected next week

Premier Helen Zille’s Western Cape Cabinet is expected to decide on the future of the contentious Tafelberg property next week.

The property was going to be sold to the Phyllis Jowell Jewish Day School (PJJDS) for R135m.

Then social justice organisation Ndifuna Ukwazi petitioned the Western Cape High Court to intervene, calling for the site to be used for social housing.

The provincial government then opened the process to public participation.

Julian Sendin, Ndifuna Ukwazi Researcher, says affordability is a relative term and explains that social housing is a rental programme that aims to reverse the current spatial planning inherited from apartheid.

What makes this programme special is that it is the only housing programme that is specially targeted to well-located areas.

Julian Sendin, Ndifuna Ukwazi Researcher

Grants are supposed to only be spent in well-located areas because this programme is aimed, not just as providing housing' but also at reversing and unpacking the structure of our cities and the kind of spatial planning we have inherited from apartheid and colonialism beforehand.

Julian Sendin, Ndifuna Ukwazi Researcher

What we have put forward is a mixed use, mixed income development.

Julian Sendin, Ndifuna Ukwazi Researcher

In terms of mixed use the idea is that you will have people accessing the site via the market and also those who are staying on the site in subsidised housing.
