Social Development Minister Bathabile Dlamini appeared before the Parliamentary Portfolio Committee meeting on Social Development on Wednesday.
Liezl Van der Merwe is a member of Parliament South Africa representing the Inkatha Freedom Party (IFP) says it is a good thing that grants are paid out but it is unfortunate that they are being paid out by a company that holds an illegal and unlawful contract.

Van der Merwe adds that the plans presented today by the Social Development department are not enough to instil hope.
There was also a revelation today, made by the minister herself where she said "what my officials don't want to tell you is that it is going to take another five years to be able to in-source payments ourselves and its going to cost another six billion".— Liezl Van der Merwe, member of Parliament South Africa representing the Inkatha Freedom Party (IFP)
Van der Merwe says the ministers remarks are a cause of concern. Dlamini may have created the work-streams as a deliberate attempt by the minister to create a parallel structure reporting to her only and leaving out key role players, adds van der Merwe.
