Milnerton CPF chair Lianne Lippert says the communities grievances have fallen on deaf ears for years.
She says the Phoenix community, comprising brick houses, borders on Joe Slovo community, which is a mix of formal Joe Slovo Park and an informal area.

Lippert says the infrastructure is unable to cope with the increased load and the financial constraints from the City has resulted in repairs and upgrades not being done quickly as needed.
People are pretty much left to their own devices and kind of said ' our hands are tied'— Lianne Lippert, chair Milnerton CPF
There is a small minority of criminals who have decided well we will just take what we want....and the majority of citizens who are trying to get to work and do the right thing and abide by the law. And they are being completely overpowered.— Lianne Lippert, chair Milnerton CPF
She says they are just waiting for the situation to escalate further as grievances are never resolved.
For twenty years nothing in that community has changed.— Lianne Lippert, chair Milnerton CPF
