There appears to be a lot of blue refuse bags lying around in Cape Town's on the side of the road by the EPWP workers tasked with cleaning the streets.
There are concerns that these bags are being wasted as most of them are half full and sometimes never collected.
Mayco Member Xanthea Limberg says the City makes use of the blue plastic because they are cost effective.

Limberg said suggestions to use re-usable bags because they are easily stolen when left on the side of the road for collection will not work.
She says the reason why some of these bags are half full is that they need to balance the weight to prevent breakage.
The waste collection and the bags are compounded with the waste management programme that the City has.
