Crime intelligence is not performing the function that it should - Gareth Newham

On Monday, the Acting National Police Commissioner, Lesetja Mothiba announced that he has removed Pat Mokushane from his position as Acting Head of Police Crime Intelligence.

Mokushane has been accused of taking money from a police slush fund and running a business from his place of work.

Gareth Newham, Head of Governance at Institute for Security Studies says it seems quite strange that Mokushane was appointed to one of the most sensitive posts in the South African Police Service (SAPS) without ensuring that, that person wasn't properly vetted and has the appropriate top secret security clearance.

When Richard Mdluli was suspended as a result of a High Court order back in 2012, that judge made a specific point that it was imperative upon the National Commissioner to immediately institute disciplinary hearing against him for the mountains of hard evidence of wrongdoing that he committed while he was head of crime intelligence.

Here we are six years later and Richard Mdluli is still technically the head of crime intelligence. Despite being suspended he enjoys full benefits explains Newham. He further says that until the problem of Mdluli is sorted out they cannot appoint a permanent person to that position.

As a result, Newham says this has affected the morale of the many decent, hardworking and experienced crime intelligence officials that do exist.

Crime intelligence is not performing the function that it should be and we have seen an increase in murders and armed robbery in South Africa in the last five years.

Newham says this may be linked to politics, as Mdluli was irregularly appointed two months after Jacob Zuma took office as President of SA.

It is suspected that Mdluli provided Michael Hulley with the so-called spy tapes used to withdraw the 783 criminal charges against Zuma and his appointment is deemed as a reward for doing so., he adds.
