City of Joburg wants to 'purge' cadres with new job form, argues ANC

The ANC says the City of Johannesburg's new job application form is an attempt by the DA to purge ANC affiliates from the municipality.

The DA-led administration in Joburg has introduced a new job application form for employment in the City that asks if candidates hold any political office.

ANC Joburg spokesperson Jolidee Matongo says the ANC is opposed to disclosing party affiliation and claims those from the ANC's previous administration are being purged from the system.

He concedes that there must be a separation between party and state but claims that ANC affiliates will be overlooked.

We are against people being asked whether they belong to any political party.

It means those who are ANC-aligned do not have a chance to be employed in the City.

Appoint people on the basis of their skills and competencies.

The DA says their policy is allowed in the Municipal Sytems Act, but the ANC says that the clause has been set aside by the Constitutional court.

The City's Tony Taverna-Turison says cadre deployment is hampering service delivery and argues Parliament has been ordered to correct the Municipal Sytems Act provision which has been disputed.

It is to ensure that the most senior managers within the City are appointed for purposes of their professional qualifications and not loyalty to a political party.
