Alcohol Harms Reduction Policy White Paper will usher in a new Liquor Bill

Following approval of the provincial cabinet, the Western Cape Government has now completed its Alcohol Harms Reduction Policy White Paper.

The policy will guide the government’s approach to the regulation of alcohol in the province. Aspects of the Western Cape Liquor Act may also be amended because of this policy.

Currently, alcohol legislation largely relates to regulating the activities of licensing, and the enforcement of the production, distribution, and sale of alcohol.

Dr Laurine Platzky is the Deputy Director General for Strategic Programmes at Western Cape Government. She is part of the team piloting this white paper and spoke with CapeTalk host John Maytham about this.

She says they have already begun with the new Liquor Bill which will reflect the white paper.

We issued and published the green paper which was the discussion document a year ago which included public comment.

The white paper is a clear mandate from the executive of the Western Cape government to draft the bill. We will also lobby national government to do things that we cannot do from local provincial government level.

Further interventions put forward include:

  1. Increasing the number of trained liquor law enforcement officers

  2. Establishing one overarching liquor enforcement centre for operational coherence, and

  3. Lobbying for well-prepared police dockets
