'Gigaba's approval will allow CoCT to speed up processes to deal with drought'

The Executive Mayor of Cape Town Patricia de Lille says Finance Minister Malusi Gigaba has approved the City's request to deviate from the Municipal Finance Management Act (MFMA) regulations and put urgent measures in place to deal with the drought crisis.

De Lille says they wrote to the Minister on August 28 requesting permission for the City to move funds from other departments.

With the go-ahead we got from the Minister we can now immediately incur and approve what we call unforeseen and unavoidable expenditure and I no longer have to call a special council meeting.

In terms of law the Mayor can only allow deviation up to R15 million but now with Gigaba's blessings, the Mayor can approve a budget of up to R50 million.

This means the City can now speed up the process to remedy the water crisis.

We can now put the money on the budget so that we can speed up the procurement...
