SA's energy blueprint could be rigged to favour nuclear, says expert

Energy expert Chris Yelland says it is not possible to have the integrated resource plan (IRP) ready before the end of the year, without cutting legal corners.

This comes after Energy Minister David Mahlobo apparently suggested the blueprint for South Africa’s energy future would be finalised in a matter of weeks.

The IRP is meant to determine the energy mix that the country needs over the next 20 years, with nuclear, gas and renewables all in the mix.

Over the weekend, President Jacob Zuma slammed critics of the nuclear programme.

Yelland warns that the IRP could be technically manipulated to prioritise nuclear energy through policy adjustments.

He explains that government could introduce policy requirements and create artificial constraints on the feasibility of renewable energy, in order to manipulate the output of the IRP model.

The only way in which we can start forcing nuclear into the mix is by constraining the amount of renewable energy that can be built into the IRP each year up until 2050.

The ability to do this in two weeks, in my view, could not be done legally.
