Political desk: Difficult to understand what Gigaba is up to

Finance Minister Malusi Gigaba announced on Tuesday a judicial commission of inquiry into SARS amid allegations of state capture and mismanagement at the revue collector.

Gigaba has been given the green light by President Jacob Zuma to establish the probe which will look into, among other issues, institutional problems.

Political analsyt Karima Brown gives her take on the matter.

He is sitting with a R50 billion deficit, a commission of inquiry is not going to get him anywhere close to collecting that and of course that is his real fiscal challenge.

Meanwhile the President is rumored to be considering free tertiary education on the strength of a scheme involving his future son in-law.

If you look at this move in light of the possibility that Zuma is going to make an apparently shock announcement around free education then it becomes more difficult to understand what exactly Malusi Gigaba is up to except that he wants to survive December and signal to people that he is the guy that wants to do the right thing.
