Deputy Chief Justice Raymond Zondo says that he is ready to start the State Capture Commission of Inquiry, but President Jacob Zuma has not yet set the terms of reference.
EWN reporter Barry Bateman says that it is vital that the terms of reference are set as Zondo can't do much without them.
The terms of reference also come packaged with the regulations all related to setting up of this commission of inquiry. All this needs to be gazetted and its President Zuma who is required to do that.— EWN reporter Barry Bateman
He needs the terms of reference and these regulations to be able to start getting all your staff together - we're talking about appointing a secretary of the commission, there would have to be evidence leaders and also the investigators.— EWN reporter Barry Bateman
Bateman says Zondo can't do any of this without the regulations.
