Premier David Makhura joins Eusebius McKaiser to unpack Monday's State of the Province Address.

Premier of Gauteng David Makhura says he will engage President Ramaphosa on the issue of etolls.

Makhura says etolls have not worked and that is a reality government must face. He says the etolls increased the cost of living for Gauteng residents.

I worked with President Ramaphosa when he was deputy president, out of the process President Zuma put in place a solution and that solution did not work.

It was not accepted by people because there was still a huge burden. I don't believe people were defiant. I think it was because it continued to eat into the family finances.

Premier Makhura says even with the adjustments made to etolls, it was still a burden. He says one of the solutions he is working on with Outa, is a fuel levy.

When I proceed from the premise that the etolls have not worked; we can't maintain something that's not working. I will say we must replace the e-tolls with a new way of funding the debt.

I will ask the President to do away with the e-tolls, we don't want the e-tolls. If you like scrap the e-tolls.

Premier Makhura says the Life Esidimeni tragedy left him with scares. Makhura says when he appeared at the arbitration he told Judge Moseneke that he takes full responsibility as the head of government in Gauteng.

The life Esidimeni tragedy is one of the darkest hours of my life. Anything that happens where I'm in charge, I can't pass the buck. Politically, ethically the buck stops with me.

I take full responsibility and dip my head in shame that this happened when I am the premier of this province and I am the head of government.

Makhura reiterated that he takes responsibility of the 141 mental patients who died after being moved from Life Esidemeni. He says politically, ethically and morally the buck stops with him and he is responsible and accountable.

I don't want to judge Qedani Mahlangu at the point of resigning because she had said to me, "Premier if you want me to resign i will resign'. And I want to say again, if she didn't, I would have fired her.
