Cele should understand his role as the political head of police - ISS

The Institute for Security Studies says there are some positive contributions Bheki Cele could bring to his position as Minister of Police.

Cele was sworn into his new post on Tuesday. He takes over from Fikile Mbabula, who was appointed to the portfolio by former president Jacob Zuma in March 2017.

Head of governance, crime and justice at the Institute for Security Studies, Gareth Newham explains why Cele needs to understand his role as the political head of the police.

He does have some positive points that he could bring to the position. He would certainly be the most experienced in policing compared to any of the last ministers we have had in a long time. Whether he will be a good minister or not, that is completely open to judgement at the moment.

He needs to understand his role as the political minister, there to oversee the functioning of the police to ensure that they fulfill the policy priorities of the governing party. To ensure that they remain well within the constitutional requirements of their mandate and that they spend their budgets accordingly, and that all the systems that are there are in place to ensure that the police can do the best possible job that they can do.

He is not there to be the police commissioner and that is something we hope he gets his head around very quickly.
