[LISTEN] The effect of factional politics on municipalities

Local government's are at the centre of South Africa's current political climate, according to a study conducted by the Public Affairs Research Institute (PARI).

Senior researcher, Mosa Phadi and her colleague compiled a report together with her colleague Joel Pearson which which aims to study how municipalities in mineral-extractive areas like the Waterberg Region of Limpopo Province have been governed.

Phadi explains how factional politics under President Jacob Zuma's administration affected the region's five municipalities.

What you see is a purging, you see a lot of court cases arising, a lot of securitization that happens in the municipalities, you see a lot of forensic records, like the KPMG played a very critical role in enforcing this purging. The forensic reports were used as mechanisms to get rid of certain individuals aligned with certain factions.

What you find is perpetual forensic reports that are produced, that end up in the courts and the courts as well, are unable to resolve the political dilemmas that happen in those municipalities.

What you see through this purging is that lawyers play such a critical role. In our findings we saw a particular lawyer in Limpopo who a was aligned to a particular faction and was used by various municipalities to purge out certain people. In the name of getting rotten potatoes out of the system.

These are structural mechanisms that different factions use in the name of fighting corruption but also in the name of trying to adhere to the constitution, but actually they also become mechanisms to get rid of the opposition.
