The overall budget is R47.7 billion and it's being debated by opposition parties in the council, reports EWN's Graig-Lee Smith.

He says there was a great deal of tension visible between De Lille, her deputy and other mayoral committee members in attendance.

A large part of the budget will be devoted to upgrading informal settlements, improving basic services and improving the city's plans to address the drought.

According to Smith, 139 city councilors voted in favour of the budget and 66 councilors voted against it.

Opposition parties say it's an anti-poor budget. The EFF called it the disaster budget.
