The report reveals that former Gauteng Health MEC Brian Hlongwa and 11 others are involved in the irregular expenditure.

A report by the Special Investigations Unit (SIU) has revealed details of alleged corrupt and fraudulent dealings worth R1.2 billion in the Gauteng Health Department between 2006 and 2009 during former Health MEC Brian Hlongwa's tenure.

Hlongwa and eleven other people have been accused of involvements in irregular expenditure during those years.

Executive director at Corruption Watch David Lewis unpacks the details of what has been found in the SIU report.

He says the report is damning and devastating, describing it as a classic case of "state capture".

The officials effectively handed the department to a collection of private sector firms in exchange of a range considerations ranging from a series of overseas trips to considerable assistance for the purchase of luxury homes.

Lewis says there were a bunch of things which the SIU couldn't account for, nor get evidence on them. This means the amount reported could be higher than R1.2 billion.

The SIU's findings were handed over to former president Jacob Zuma last year but no action was taken until now, says Lewis.

Well the Zuma administration is known for acting on reports of corruption. This investigation took seven years...

The SIU findings include recommendation to pursue criminal charges against the accused.
