That is the mass that relates to the vehicle components that are not supported by the sprig and hamper system, so to be simple that is your wheels, your breaks and some of your suspension components in contact with the road surface...

If those components are light, then you have better control over the contact patch between the tire and the road surface. If it is heavy, if you modify your car and put much bigger wheels and tires on it, you might influence the handling dramatically....
