Moyane's restructuring project at Sars 'unnecessary', commission hears

A senior South African Revenue Service (Sars) executive says the restructuring project led by suspended commissioner Tom Moyane was unnecessary and highly damaging.

Randall Carolissen made the comments at the Sars commission of inquiry hearings in Pretoria on Tuesday, reports EWN's Barry Bateman.

Carolissen explained how the organisation’s revenue forecasting and analysis unit was destroyed by the restructuring project.

He said that Sars’ forecasting unit was once regarded as the best in the world, until the restructuring of the revenue service.

Carolissen is the revenue service's group executive for revenue planning and analysis and reporting.

He has been appointed as the new National Financial Aid Scheme (NSFAS) administrator.

The ability to revenue forecast had essentially been done away with.
