Athol Trollip insists he is the mayor of Nelson Mandela Bay

Trollip says he will remain mayor until the courts make a ruling on the council meeting that voted him out in absentia.

Athol Trollip insists that he is still mayor of Nelson Mandela Bay until the courts decide otherwise.

Trollip says they are going to contest the legality of Monday's council meeting which took place after they left the chamber after it was established that the council lo longer had a quorum.

This happened after a member of the DA indicated in a television interview that he is intending to leave the DA during an adjournment of the council meeting.

The said member continued to sit with the ANC when the meeting resumed, clearly indicating his intentions.

According to Trollip, the DA's constitution clearly states that when a member indicates intentions to leave the party then his membership should be immediately terminated, which they did.

Mbulelo Manyathi decided for himself what's going to happen when he sat in the ranks of the ANC. He is probably a member of the ANC so there is no council seat for him.

President of Institute of Local Government Management, Monde Stratu says they are very concerned about the rapid changes that are happening at local government, particularly when coalitions collapse.

He says the impact of these rapid changes are very negative in that it affects governance and service delivery.

Stratu is responding to the recent happenings in the Nelson Mandela Bay where the mayor, Athol Trollip was voted out in a motion of no confidence, following a coalition collapse.

With governance, you've got very unstable institutions and senior managers that are not sure about their tenure, whether they are coming or going and these are people who are expected to deliver on longterm plans and if there is constant change in leadership, there is no certainty.

Stratu adds that when a party comes in, it creates a lot of confusion in terms of the implementation of policies because everyone wants to come up with their own.

He says it creates a paralysis because people don't know whether to implement or not to implement.

This affects directly to service delivery and the man on the street, because projects are changed, budgets are changed. You can't implement a six months budget without experiencing change.

Procurement processes take time. You find that you are in the middle of implementing something meaningful and all of a sudden things change and service delivery is affected.
