Zille says steering of District Six land restitution project 'up in the air'

Western Cape Premier Helen Zille says the national government has backtracked on allowing the province to take over the District Six land restitution project.

Zille claims that the Department of Rural Development and Land Reform has cancelled on plans to meet and discuss who will take responsibility for the settlement of the land claims.

The City of Cape Town, the District Six Trust and the Land Reform department were supposed to redevelop District Six, she says.

According to Zille, the provincial government has never been able to play a formal role in the process.

She highlighted several problems with the current District Six development model which she says has failed to deliver.

We (Western Cape government) had an ongoing supportive role and a facilitative role but we could never get anything to happen for a number of reasons.

Over the entire 23 years, 139 houses have been built. 108 are under construction. This is out of 1 200 people who have qualified for land restoration.

The province has no formal role in the project because the land development agreement was between the local government and the landholder - that's the City of Cape Town.

Then there was the District Six Beneficiary Redevelopment Trust, and the Minister of Land Affairs (now the Department of Rural Development and Land Reform).
