The Southern Africa Alcohol Policy Alliance has not been given access to a bill that centres on the marketing of alcohol.
Withholding the bill which dates back to 2013 deprives South Africans of the opportunity to comment on it.
But it hasn't been made available for public comment, which violates the Constitution and international law.
