'Women's shelters are currently funded at about R9 per woman per day'

A study commissioned by the Joint Gender Fund; the National Shelter Movement and Henrich Boel Foundation last year estimated that the Department of Social Development provides only a quarter of the money needed for shelters to help women in need.

This, while South Africa has a range of domestic shelters which act as places of safety for abused women in acute need.

Joanne Joseph spoke to Executive Director at Hlanganisa Institute for Development, Southern Africa Bongiwe Ndondo about the budgets they receive.

The funding is actually quite pathetic.

The women get given peanut butter sandwiches as a meal.

We are saying that the services given at shelters should be dignified and that there is some quality assurance mechanism in place.

Ndondo says they want the government to commit a standard of care as prescribed by their own standards in government documents.
