Sars: We will lay charges with the NPA for those guilty of a criminal offence

Western Cape Premier Helen Zille threatened to organise a national tax boycott if those responsible for state capture and looting of the state's resources are not dealt with.

Zille took to Twitter to express her views saying that if those responsible are not prosecuted, a tax revolt might be the only way to root out corruption by government officials.

Political analyst, Ralph Mathekga says Zille's tax revolt suggestion is already happening because there are some who are not honouring their moral obligation of paying taxes.

This is evident in Sars failure to meet its annual revenue target, he adds.

Mathekga says something needs to be done "before this suggestion becomes the grand idea and people start organising themselves to boycott taxes".

That is what we are seeing in South Africa where people do not believe that the state is acting in the broader public interest, therefore they are not honoring their moral obligation.

Ralph Mathekga, Political analyst

You cannot police tax compliance only on the basis of legality. Tax is a very complex issue it has a lot to do with morality and whether am I morally obligated.

Ralph Mathekga, Political analyst

Look at the e-tolls. I am of the view that it has nothing to do with affordability but it has a lot to do with people just not recognising the moral legitimacy of government to collect revenue in the use of the highway in Johannesburg.

Ralph Mathekga, Political analyst

Sars acting commissioner Mark Kingon agrees with Mathekga that morality plays a big role in tax compliance. He says Sars should be treating people fairly with fear or favour and make sure that people who are abusing the system.

Although he couldn't get into the specifics of the cases due to secrecy, Kingon says Sars is investigating the corruption allegations to ensure that those funds are reversed and tax is collected.

Remember all of this are allegations that are in the public domain so we need to get all the facts and find out how much these people got via cash.

Mark Kingon, Acting commissioner - Sars

Remember bribes are taxable, he says jokingly.

All that needs to be reversed and taxed...

Mark Kingon, Acting commissioner - Sars

I can assure the public that Sars has reestablished the Illicit Economy Unit and they are very focused in terms of these matters at the moment.

Mark Kingon, Acting commissioner - Sars

I am a taxman to my heart and it makes my blood boil when I hear these stories.

Mark Kingon, Acting commissioner - Sars

We are committed to doing it and we are doing it...and if people are guilty of a criminal offence, we will lay charges with the NPA.
