Could it be time to implement the Independent System Market Operator Bill?

Load shedding is at stage 3 from 8am on Tuesday. On Monday power utility Eskom initiated stage 4 load shedding after six additional generating units unexpectedly went offline.

Eskom now says it has four of the generators back online and expects another two back today but load shedding will continue at stage 3.

President Cyril Ramaphosa said he is shocked and angry at what is happening, but independent electricity trader Thembani Bukulasays if Ramaphosa had been given correct information about Eskom's situation he wouldn't be worried.

Bukula says the problems at Eskom are caused by inadequate maintenance, both the planning and execution of it.

He says the country should have enough supply if it was not for the generation fleet operating under par.

I think right now it is operating below 70%, and for a fleet that old it should be operating at 80% without any problems and if it was operating at that level, we wouldn't be having load shedding.

Bukula says the Independent System Market Operator Bill that is used in Australia and was never passed by Parliament would work perfectly in South Africa.

When you have an independent system operator that can buy power or facilitate the new generators to build their own plants, you would have a generator that would demand generation on a merit order system not just because you have to get generation from Eskom.

We would also have a system generator that would ensure that the transmission infrastructure which is world class is distributing the power right across the country.
