Eskom official Gert Opperman delivers testimony at the Zondo Commission of Inquiry into State Capture.

On Friday Eskom coal supply unit manager, Gert Opperman admitted that he had signed off on the unlawful pre-payment to Gupta-owned company Tegeta, even when he knew that it was irregular.

On Monday he continues with his testimony at the Zondo Commission of Inquiry into State Capture.

In his testimony he recounts a call he received from former acting Eskom CEO Matshela Koko instructing him to accept the coal from the Gupta-owned mine, even though it failed quality tests, reports EWN's Clement Manyathela.

The tests conducted on this coal found that it was substandard, testified Opperman.

It was Matshela Koko who instructed him to start speaking to Majuba power station and get them to accept the coal even though it failed quality tests.

When questioned why Opperman continued to use the coal knowing it was substandard, he described the culture of fear that existed under Matshela Koko.

He says that everyone who spoke out would be either be fired or taken for disciplinary.

Opperman told the commission that he accepts he participated in the R659 million pre-payment Eskom made to Tegeta, which could be deemed irregular.

He told deputy justice Raymond Zondo that he was receiving instructions from the highest authority at Eskom.

He says even though he tried to do the right thing, the environment under Matshela Koko didn't allow that.
