'Mashaba must be consistent, tackle corruption under ANC and his administration'

Johannnesburg Roads Agency (JRA) managing director Goodwill Mbatha is among the executives suspended following a forensic investigation into the awarding M1 double-decker bridge repairs tender to White Hazy in 2015.

The mentioned company has been implicated in the investigation and accused of falsifying information around personnel and their relevant experience.

Mbatha was the CFO for the entity at the time the tender was awarded.

He has been accused of flouting provisions of the Municipal Finance Management Act.

While the report has been finalised and action has been taken, JRA board chairperson Sipho Tshabalala says he cannot reveal too much.

I would not want to jeopardise anything, let those who have been implicated go and account and at a later stage when everything has been wrapped up then we can discuss what has transpired.

We don't want them to say that we have been on radio without having given them an opportunity to respond.

Asked what White Hazy is considered to have done wrong Tshabalala insists they need to allow the disciplinary process to take place.

Mayor Herman Mashaba has however released a statement on the matter, detailing some of what was found in the investigation.

Former JRA MD, Sean Phillips says what the mayor fails to state is that the investigations which have now been completed were initiated by former company secretary at the JRA Karen Mills who was later suspended, but reached a settlement with the current board.

The mayor's statement does not give all the facts about the matter and the investigations were actually started while I was there, by Karen, with my support as MD and the full support of the board which was an ANC board.

Karen Mills got given information by a whistleblower, as with all complaints they have to be thoroughly investigated. We initiated that investigation in 2017 and it has only recently been completed but there were a number of other issues.

He says the other problem with the mayor's statement is a claim that the investigation was sparked by a Carte Blanche programme in which Mashaba was asked about its progress.

Phillips disputes this and says the question was around allegations of further alleged corruption under the current board which relates to another company called Khato Civils, which was to replace White Hazy.

The mayor promised to to do a report and make it public within three months, and that was a year ago. I think there is not a consistent approach taken to fighting corruption here. I think the mayor should be consistent in tackling corruption that occurred under the ANC and his administration.
