'Ramaphosa's Cabinet only has four ministers who supported Jacob Zuma'

University of Johannesburg research professor Steven Friedman says the president seems to be in a stronger position.

University of Johannesburg research professor, Steven Friedman talks to Nikolaus Bauer about the first upcoming Ramaphosa Cabinet meeting and what needs to be tackled.

Those who are expecting a lean and mean administration that was promised are going to be disappointed.

He says it is not realistic to pick things up after nine years.

It is not particularly realistic to expect something that has been systematically rundown for nine years to simply pick itself up off the floor and bounce along. Unfortunately, it is going to take a while to fix these things.

And factionalism is still strong within the ANC.

The president presides over a deeply divided ANC and the other side has not gone away and he needs to take that into consideration.

Interestingly, he seems to feel that he is in a much stronger position than he has been for a while. Ramaphosa's Cabinet only has four ministers who supported Jacob Zuma and quite a lot of new ministers who very loudly oppose Zuma.

The old divisions and policy disagreements between sections of SACP and Cosatu have been buried over the past decade and also will need to be addressed, he adds.

There will be change, says Friedman.

But it will be slower and messier than people hoped.

Friedman says small changes may turn out to be huge. He feels positive about the new blood in the National Prosecuting Authority (NPA).

Private owned producers at Eskom, and perhaps an SAA partner are likely to form part of the pattern of small changes going forward, he says.
