In the greater Cape Town area, the number is approaching 5 000, while there are said to be more than 700 people living in the central business district (CBD).

Hassan Khan is the CEO of Haven Night Shelters and says he believes the numbers provided by the government have been inflated.

We need to pay a little bit more attention in terms of the packaging of the numbers.

Hassan says it's important to draw a distinction between those people who are in shelters and those who are sleeping rough on the streets.

He adds that our tolerance for people living on the pavements has increased in recent years.
