Gangsterism continues to grip areas such as Mitchells Plain, Manenberg and Elsies River despite the presence of the army.

African Defence Review director John Stupart says the expectations set for the South African National Defence Force (SANDF) deployment to the Western Cape were overinflated.

Gangsterism continues to grip areas such as Mitchells Plain, Manenberg, Elsies River and Lavender Hill despite the presence of the army.

Stupart says the deployment was never going to work.

There is roughly a million people in the 10 suburbs that the SANDF are now supposed to be patrolling in. The SANDF sent one battalion which would comprise of roughly 300 troops at any one time in a good day that can actually hit the streets and go on patrol. For those 10 suburbs, you generally want a one-to-ten ratio for an operation.

The second problem is that this was never actually going to work. It was rushed and badly thought out... and at the same time, it takes the pressure off the politicians who are supposed to be doing their jobs and figuring out the long-term generational changes that need to be made.
