Former Hawks boss testifies at Zondo Inquiry about police corruption

Johan Booysen reveals dodgy dealings between businessman Tosh Mpende and the Saps.

Former KwaZulu-Natal Hawks head Johan Booysen takes the stand at the Commission of Inquiry into State Capture on Wednesday.

EWN reporter Barry Bateman, following the inquiry, speaks to Clement Manyathela on The Xolani Gwala Show.

Booysen takes the commission back to an investigation related to KwaZulu- Natal businessman Tosh Mpende and the involvement of senior police officers within the supply chain management.

It relates to how Booysen's unblemished 30-year career changed when he started investigating this particular businessman.

Mpende's company provided other goods and services to the Saps.

Mpende's company benefited from providing accommodation to providing television sets to the Saps.

His investigation uncovered severe fraud and corruption.

Some of that evidence, for example, has to do with the provision of accommodation for Saps officers in the build-up to the 2010 World Cup.

Mpende's company would invoice the Saps for R130 000 for accommodation when the actual cost of that accommodation was a mere R20 000.

Booysen testifies that misrepresentations and gross inflation pointed to clear corruption.

He told the commission earlier that he received instruction from the then provincial commissioner Mmamonnye Ngobeni to stop the investigation. He didn't, he carried on with the investigation.

Booysen is expected to implicate 50 more people.

He has so far implicated Ngobeni, senior Saps officers and businessman Mpende.
